Cost – financial resources (e.g. teaching; innovative technology tools)
Collaboration between IHE and school districts – to be on the same page; embrace different perspectives
Change – balance change; to implement change; lack of knowledge and willingness
Gap between preparation and reality
Communication to a wide range of audience – community, parents, public perception
Assessment – the policies involve assessment
